Ukrainian television: Law on language quotas on TV comes into effect

The weekly volume of broadcasting of television and radio organizations that use the radio frequency resource, broadcast programs, films and news, in the Ukrainian language must be no less than 75%. The time intervals are between 7:00 and 18:00 and between 18:00 and 22:00. As for local television and radio companies, they must broadcast at least 60% of the airtime in the Ukrainian language.

Television companies that have a license for the languages ​​of the indigenous peoples of Ukraine, regardless of the broadcasting category, must broadcast at least 75% of the time. At the same time, at least 30% of the time must be in the state language.

Television companies that broadcast films and programs that are not their own product must do so exclusively in the state language. As an exception, films and programs created before August 1, 1991. Does not apply to children's and animation. At the same time, when broadcasting is allowed in a language other than the state language, there must be Ukrainian subtitles.

A Ukrainian program is one where all speeches and remarks by announcers are broadcast in Ukrainian.

Other languages ​​may be used for reports from the scene of events, comments from program guests, music videos with text accompaniment, and works in the languages ​​of the indigenous peoples of Ukraine.

In case of non-compliance with broadcasting quotas, broadcasters will be fined 5% of the total license fee.

Quotas do not apply to the following television companies:

  • with foreign broadcasting;
  • showing scientific and educational programs in the official languages ​​of the European Union;
  • who carry out radio broadcasting;
  • where there are educational programs designed for learning foreign languages.

On the eve of the National Television Council took up Ukrainian broadcasters and appointed unscheduled inspections. Inter and NewsOne attracted special attention. Inter's policy is generally disappointing. Because it regularly broadcasts anti-Ukrainian, pro-Russian programs and broadcasts. In general, both TV channels were called "information assets of the Kremlin in Ukraine" that "actively broadcast the information policy of the "Russian world" in Ukraine. In addition, they believe that there are a significant number of violations of license terms. And the petition, which was published earlier, gained the necessary 25 thousand signatures for consideration in the Council.
