The Law of Ukraine "On Amendments to Certain Legislative Acts of Ukraine Concerning the Reform of the Sphere of Vehicle Parking" deals with the reform of the sphere of parking. Parking in a new way. Responsibility for violations
In accordance with the Law, the following changes have been made in the field of parking:
- created a legislative mechanism of unavoidable liability for violations of the rules of stopping, parking and parking vehicles, while introducing photo and video recording of violations;
- expanded the mechanism for bringing to administrative responsibility the person to whom the car or other vehicle is registered. At the same time, for individual traffic violations that were recorded in automatic mode. This also applies to cases when the rules of stopping, parking or parking are violated. In particular, failure to pay for parking services or those designed for people with disabilities;
- If a violation is recorded, it is mandatory to leave a copy of the resolution/notice regarding administrative liability. It is left on the windshield;
- Parking inspectors have the authority to review administrative cases. They also have the right to temporarily detain a vehicle;
- provide a 50% discount if the violator pays the fine within 10 banking days;
Parking in a new way. Cases when a parked car obstructs traffic and poses a threat:
- on the carriageway in two or more rows;
- on the bus lane;
- in a place where appropriate road signs or road markings for a cycle path are marked;
- in prohibited places, for example, on the sidewalk, pedestrian crossing, in places for people with disabilities;
- when the scheme is violated in such a way that it blocks the passage of 2 or more lanes of traffic.
After a car or other vehicle is temporarily detained, the National Police units must be immediately informed. At the same time, the time and place where the violator's car is located must be indicated. In addition, it is provided for the placement of this data on the official web portal of the executive body of a certain local council. At the same time, messages regarding the evacuation of the car must be transmitted to mobile numbers.
The vehicle will be returned after the owner pays the fine. The amount will depend on the place where the car was parked incorrectly. In addition, an automated parking payment control system will be introduced in settlements.
